不論是電影【未來水世界】、【洪水來臨前】，還是科學實證海洋水位不斷地上升......，這些都是顯而易見的未來，而人們所居住的行星將會成為海洋行星，而不再是地球行星。我們能期盼有天能夠移居火星，還是實際一點建立人類水世界的文明？沒錯，現在已經有人正為未來的浮動城市進行實驗性計畫。

試想像：
* 廣大的、可持續和可再生的新能源帶來更公平的經濟；
* 前所未有的農業資源生產豐富的營養；
* 未來的社會，人們可以選擇自己想居住的社區，不再受傳統公民權的限制。

這個大膽的想法，本書的兩位作者稱為扎根海洋（Seasteading）。我們的星球正苦於嚴重的環境問題：沿海洪水因為嚴重風暴而氾濫，引起風暴異常的部份原因是大氣污染和自然資源缺乏，科學家預計未來三分二的地球將會被海洋埋沒，這將會在不遠的未來發生，而海洋將會成為我們的家。

一些被稱為扎根海洋者的先驅者，願意以海洋為家，並正就札根海洋進行基本概念的實施。這一構想吸引了Paypal創辦人彼得．泰爾（Peter Thiel）強大的支持。

在《Seasteading》一書中，兩位作者將告訴讀者：我們如何以海洋為家、城市如何可行地建設在海洋的浮動平台上，又展現扎根海洋者正在進行的實驗，這些浮動城市將變成創新的、有創意的實驗室。

作者引用一句西方諺語：「昨日的科幻小說是明天的科學現實」作為結論，認為現在正是時候：發展全面的海洋文明。

Joe Quirk，服務於The Seasteading Institute，是一名「海洋論福音者」（Seavangelist），他曾於聖荷西的Lekha School修讀創意寫作課程，又是皮克斯動畫工作室的自由工作者，擔任幽默科學的顧問，他正在合作領導首個建立seastead的工作小組。

Patri Friedman，在2008年成立The Seasteading Institute，並從Paypal創辦人彼得．泰爾（Peter Thiel）找到贊助基金。他又創辦了每年一度的「星曆浮動節」 （Ephemerisle floating festival）。他是美國經濟學家米爾頓．佛利民（Milton Friedman）的孫子，任職於谷歌，營運微創企業的資本基金。
