新冷戰時期的到來？！「冷戰」被視為一個歷史詞彙，但在25年後的今天，再次出現。俄羅斯與西方國家再次視對方為死對頭，究竟為什麼？

自1991年前蘇聯瓦解後，世界曾出現令人注目的和平新時代和合作關係，他們稱之為：歷史的終結，從現在起全世界將擁抱進步的價值和自由民主。

事實證明這是非常困難，俄羅斯在1990年代遭受欺壓和侮辱，就好像近代的德國魏瑪共和（Weimar Germany： 1918-1933年採用共和憲政政體），而北大西洋公約組織（NATO）的東方擴張大大打擊了莫斯科，為要恢復俄羅斯的驕傲，總統普丁進行了快速的經濟增長，以及在911恐襲後重建與美國的關係，然而，普丁卻偏執地認為西方社會正陰謀地推翻他，他急於入侵格魯吉亞，又吞併克里米亞，並向敘利亞發動空襲以支持他的盟友敘利亞總統巴沙爾．阿薩德（Bashar al-Assad）。

任內的美國總統從柯林頓、布希到歐巴馬，曾以他們自己的方法與條件，試圖使俄羅斯融入世界社會。但是不管他們如何努力，每一位總統在八年的任期結束時，與莫斯科的關係只有變得更差。隨著歐巴馬即張離任，與莫斯科的關係已陷入新低點，因為敘科亞戰爭讓莫斯科和華盛頓的軍事對抗危機四伏，而川普公然讚美普丁和他對待西方政治的激進做法，會否較他的前任更有效地改善兩國的關係？
